As far as I've seen Bart Pierce was only involved in the meltdown scene so it does narrow down the point the item was used. It must be something that moves on camera as fishing line would be "invisible" in the shot. The construction staple would be in, say, the floor and the line would run through it to be manipulated off camera. Rubber band? to bring it back into position.

That may or may not be true, although it doesn't stop him designing and making something
for the live action parts of the film and dont forget the re-shoots back in Detriot after the
main shooting was finished. There is one substance/item left out of that quote which would
be needed to make this item usable, but saying what it was would easily give it away. all the
listed items fit together to make one 'something'

for the other question, find out what scott was working as at the time of the re-shoots in
detroit and that will help you out.
